Super-fast user switching for all users?

Is it possible (for WinXP)? At the moment it seems like only admins can do it.

Is it possible to enable it for the Users group? They don't have the "Use Fast User Switching" option in the Users Accounts within Control Panel.
 
People in the Power Users group are unable to use it. If you hit Windows key + Q and it only brins up the name you're logged into. Pressing Win + Q multiple times does nothing (i.e. name doesn't change). "Fast User Switching" is not an option in the User Accounts panel.
 
As far as I know, in XP it only needs to be set by an Admin and applies to all users on that computer regardless of their status/level.
 
Are you refering to the powertoys fast switch plugin, or the native capability?

I'm talking about the Power Toys feature.

It works for users in the Administrators group, but not for Power Users. I'm not sure if it's supposed to be this way, but that's how it is on both my XP Pro machines.
