Not only that but the vote was taken right before the election, which pretty much pressured Democrats in risky districts to vote to authorize. It's possible that if the authorization was denied and the Republicans had successfully manipulated it into massive wins that November, they could have just passed the authorization then.

Politics never should have entered into the equation but, well... politicians.

Congress loves to have these votes that they can basically absolve themselves of any responsibility. the authorization to use military force was not the first and is certainly not the last.

But if her defense of her vote is "well I thought bush would try diplomacy or sanctions" then she's a rube.

Nothing was stopping that war short of Saddam very publicly throwing up his hands, declaring "I got nothing!" and then letting unfettered inspections happen.

And that was about as likely to happen as bush looking for a diplomatic solution.

You do understand how leverage works right? If you have another country's leader being defiant and you need them to cooperate, then you threaten them with the use of force. Its kind of hard for a US president to even use that threat when the use of force must be approved by Congress first. Congress voted for that leverage because Bush said he would use war as a last resort.
