Summer vacation vs start working on 9/11 recommendations

A reporter asked President Bush today, would he call a special session of congress to start working on the 9/11 commission recommendations. He said no. If we are "at war" and it's so important to get started on improvments why are Bush and those Republican congressman not foregoing their time off and getting to work?
 
lets be honest here. Just ask when's the last time you saw Congress quicky approve something major in 1 month's time.

they won't be getting much work done if they decide not to take august off.

they'll squabble for a week or two on little points before ever hitting the meaty stuff. once that starts it take some more time. I'm sure they have other issues to work on also besides just the 9/11 commission's recommendations. so add another week or two.
