Suggestions for lighting a fire under an Ebay seller?

Bought a motherboard off an Ebay seller on December 7th. Purchased it using paypal imediately after clicking the buy it now button.

Got an email on the 9th giving me a tracking number and a notice from UPS saying "Billing Information Received*"

*UPS has received shipper's billing information electronically. Billing information received does not indicate shipment pickup or drop-off. Please contact the shipper for more details.

I've emailed this guy 4 seperate times and left him a message today through Ebay telling him that it's been a month, he hasn't answered my emails, and I'm going to leave a negative eval if he doesn't respond.

Is there anything else I can do to get some response from this guy? I understand it's been the holidays...but it's been a freaking month. He has over 300 positive evals with three neutral ones that were resolved over 6 months ago. Does reporting him to Ebay do any good?

I'll give him a day to churn over my message this morning. If that fails to motivate him, I'll give him a call and see what I can get done.
 
Usually aslong as a transaction goes by at all they'l get a positive feedback people are to afraid of negative feedback lately so they don't post the delays in shipment or anything.
 
Right. So I emailed this guy Sunday morning asking him what was up. Don't hear back from him.
I send him the message today about giving him a bad evals. What do you know? I get a response back from him saying "You should have contacted me earlier before resorting to this"

And then I get an email showing me tracking info.

Should I still leave negative (or at least neutral evals)?

if you use hotmail (or yahoo mail and such) then messages would likely have been blocked by most spam filters. however if you haven't received the item within 1 month you should file a chargeback anyway, because items are supposed to be shipped within 7 days so he likely already violated paypal's terms, are are you saying it actually took 3+ weeks to get to you according to the tracking data? (what does it say)
 
he is completely at fault for ignoring your past 4 emails BUT was it shipped on time? the tracking nubmer should give you all the pertinent information.

If he is cooperative about it, ID give im neutral, negatives should only be given if you get ripped off completely. but of course that is up to you.

I use my work addy and I administer the domain and exchange box. Wasn't filter out.

But to answer your question, he must have some sort of automated system set up with UPS. I bought the item on the 7th of December. As of the 9th I had heard nothing back from him saying "I got your payment" or "I shipped your product", ect. So I emailed him on the 9th asking when he though it would ship.

Late the afternoon of the 9th I get an email linking to a UPS site with a tracking number saying "Billing Information Received" "UPS has received shipper's billing information electronically. Billing information received does not indicate shipment pickup or drop-off. Please contact the shipper for more details. "

But there wasn't a drop off time, estimited delivery date or delivery time. I gave it a few days and went of vacation for two weeks.

Came back, nothing was resolved, so I emailed him last weekend about it. Never heard anything back, and then messaged him threatening negative feedback this morning.

Later today I got a response back from him and a email with a new tracking number and an estimated delivery date of the 7th.
