suggestions for home studio program

I've been helping a musician friend of mine build a computer to run a home recording studio. Now, he knows music, and I know PCs, with little overlap of our knowledge bases. The only dedicated music hardware we have for the PC is the M-Audio Delta44. He seemed dead set on using protools (from what I gather, simply by reputation). Protools, from what I understand, requires some sort of sound board, which we don't have and probably isn't in the budget, for now.

What I ask is this: what program should we use? Both of us are fumbling in the dark here, and I could really use some help.

I should probably also mention that the machine in question is a quadcore with 4gb of ram running Windows XP

You can use the M-Powered version of Pro Tools that is designed for M-Audio cards. If he plans on doing any midi, i would not recommend Pro Tools, I would likely go with Cubase
