Suggestions for front office tv for news

So my company wants to put a tv in the lobby connected to a pc for news/weather etc. First thing that came to mind was a RSS feed but I can't seem to find anything that will show an article for a few minutes then cycle to the next. Is there any free windows or even linux apps that would work for this situation?
