Suggest software to edit pictures (home use)

I have used photoshop in the past but this is for my wife and I don't think she wants to spend the time to learn something complicated.

So what are my choices? Is Adobe Photoshop Elements any good? What about the microsoft photo editing software?

Also I need something that works right out of th box and does not require me to spend money to buy expensive plugins (photoshop).

I second this...use it all the time, and for a free app it does well
