I'd try a reset first -- hold down the reset button for 30s, and power it down for 30s, and try powering it back up. Then I'd try replacing the power supply and perhaps the reset again. Then I'd try a firmware re-load. Note the static IP part.

I'd try a new power supply with the same voltage and polarity because I've had 3/4 WRT54G v1 power supplies fail over time. The v3 PSU shouldn't have the same flaw, but I wouldn't know without trying a replacement.
One wonders how a working router suddenly warrants a firmware re-load. Was the wireless active and unsecured or only secured with WEP? Was the password the default? ...
Of course, the HW might just have kicked the bucket -- perhaps this is the simplest explanation. And as about the only user-replaceable/fixable part is the PSU...
