Sudden power-on issue

Sorry to bother y'all, but don't know what is it - maybe somebody has an idea?
Old PC - Lan Party NF4, AMD 3000+, Nvidia 6600 PCI-e, Tagan 480W p/s, Viewsonic LCD digital.
Suddenly the power-on behavior changed - have to hold the button a little longer to start.
Now it's getting worse - did some troubleshooting - found out the only way to power on now
is to UNPLUG the monitor - either signal or power cable. Reseating the video card did not help.
If the monitor is not connected - the box powers on just fine, with the monitor connected - it's
trying - I can see the p/s fan trying to spin up in short intervals, but it can't. No lights, no nothing.
Just turning the monitor off won't help - I have to unplug it. No matter how long I hold the power-on button.
So what do you think? P/S? Video card? Monitor? m/b? The monitor is connected to separate power outlet.
