Sub menu somehow disabled

I have a client that uses an insurance web page. On one of the menus it has a sub menu, The sub menu that they need to print insurance verification forms from is greyed out. Now if they swap positions of the pc's , it will work in the one spot but not in the original configuration, but when they swap back, no dice. The only difference I can see would be the network cable. Any one have any ideas on this one, in case it is not the cable. I'm stumped!
