Stuttering in games with good hardware and high FPS

Hello,

I got a gaming pc that i play on and a week ago i started to get stuttering problems in all my games now i cant really play any of my games anymore because i cant look at the screen too much due to the stuttering.

I tried the following but none of them helped:
- Changing settings to minimum
- Disk defragment
- Reinstalling video card drivers
- Scanning pc with anti-malware programs
- Cleaning dust in my pc
- Formatted one of my 2 hdd's and did a clean windows install
- Monitoring the temps of my hardware while in-game (CPU never goes above 35 C, GPU never
goes above 50 C)

My specs:
Intel i5 6600
Gigabyte GTX 970
G.Skill Ripjaws 2x8 2400 Mhz
Gigabyte GA-H170-D3HP
Corsair TX 650W
Samsung 850 EVO 250GB
WD 2 TB
Scythe Mugen 2

I would appreciate some help.
 
If an Intel i5 6600 doesn't go about 35 C during gaming, then it isn't doing anything or you are measuring it wrong. What program are you using? Give us the max temp for all 4 cores during gaming. If I may make a suggestion, HWMonitor is a great program for this:

Does this gaming pc you got have a model number?
 
I used MSI afterburner to monitor my temperatures.

I installed the hwmonitor and let it run in the background while i was playing a game and after a while i checked and the max temperatures and is showed that 3 cores reached 40 degrees and 4th core reached 41 degrees and package at 41 too.

Whats model number and how do i find it ?
 
Well you said "I got a gaming pc" so I just wanted to know what that meant. If you built it, that's fine, just wondering.

What CPU cooler?

So, what games are these? Are you using anything like Fraps to look at fps?
 
Have you tried running a game on low settings with onboard graphics? That might help identify whether it is the GPU.

Or for that matter, maybe the computer is switching to onboard graphics and that is what is causing the stuttering?
 
Your settings are fine... but what exactly are you constituting as fast fps? are you running with vsync off? Frames rates are only smooth when there is an overhead buffer for performance. You will want to set a max frame rate and try triple buffering if available.
 
If cpu is working good then looks to be a video card problem your using gtx 970. Your using the geforce experience with its latest drivers?
