Stupid characters in Sitcoms

All the sitcoms seem to have one of more 'stupid' characters who usually are normal
but when the situation demands they turn retarded.
e.g. phoebe, joey and rachel in friends.

joey: all i want for christmas is snow (or some crap like that)
sis: you're in LA
joey: so what we're stating obvious stuff now? its wednesday.
sis: actually its thursday.

is this funny to anyone? i dont know why i watch that show.

Yes, they are usually the best characters to me.

Homer for example is the funniest Simpson. Or Ralph is the funniest on the whole show.

Joey is a horrible show. It seems like every joke is about how he sleeps with a lot of women or likes to eat lasagna.

Yes, I couldn't stomach more than 30 seconds of Joey. If a show isn't funny, then even a stupid character cannot save it.
