Stumped why my 2.4B is running so hot

I just upgraded from a 1.3 T-Bird to a 2.4B, MSI 865P Neo, thermaltake 7+, and 9700P AIW. My old cpu temps were ~43C, but the Intel CPU runs between 55 and 60C acording to the MSI temp. Funny thing is, when I first turn on the system (cold) and go straight to BIOS, temps are 45C CPU and 25C system. Can the CPU get to 45C in 5 seconds, or is there a problem with the CPU/MB? At least MB monitor and BIOS agree that things are hot.

Where does the temp cpme from, a MB sensor or from the CPU?

I already made sure the cooler is on right, I even lapped the heatsink and CPU. I did notice that the corners of the CPU are slightly elevated, should I continue lapping until the CPU is perfectly smooth?

Any intelligent feedback is greatly welcomed.

Thermal compound put on? Flash BIOS to latest to see if it is reading funny. I don't think you are really running that hot, just something funky in the BIOS.
