Stuck at 144fsb - That's 20 BELOW stock! Help!

Okay I just stuck my new cpu (mobile barton 2400+) in the other day thinking I would get quite the overclock but much to my surprise I can't even get it to run at stock speeds. Anything over 144fsb I can't boot into windows. What gives?? I have..

Mobile barton 2400+ 1.65v
epox 8rda+ mobo
512mb pc2700 samsung 2.5-3-3-7 timings in bios (optimal default) 2.6v
Thermalright 9-something HS and thermaltake smartfan
Radeon 9800pro
Allied 450PSU

My cpu temps don't even get near 40c even on load (37-38 maybe). So I'm thinking it has to do with something other than my cpu..correct??

This happened to me and it turned out to be a marginal power supply, given that I had 2cdroms and 2 harddrives.

I doubt its my psu. It's an allied 450w and when I bought it was told it was a very very good one. I tried my friends Antec Tru 480w and it does the same thing.

Multiplier is set to a maximum my board will allow with the mobile barton...at 12.5 currently.

I guess I didn't state this before. It doesn't matter what voltage I have ANYTHING at..cpu, ram, agp, etc...I still can't get past 144fsb...right now the cpu is at 1.65v ...but yes I've tried raising it but can't get past it....any other suggestions??

it seems with your current cooling, 1800mhz is your limit(144fsbx12.5). lower the multiplier and gain FSB and memory scores.

edit: try 166x11
