Stubborn file removal tool/software?

I have a file folder that I just created and now would like to delete it, but I am getting the "Access Denied" error. A virus check shows clean.

What program, software, or tool would be best to delete it?

Try deleting it while in safe mode.

Strange thing is, it isnt on the same drive as my Windows install

Already tried that. I have had that program for awhile now and this is the first time I have come across a file it wont delete

You might try the free version of EF Commander. It will sometimes work were explorer won't.
Did the security permission for the folder get screwed up?
