Streaming video questions

I'm developing a page with streaming video embedded, and the client wants customers to not be able to save the video. I realize that if you see it, you can steal it, but what is the best method to achieve this? Pure streaming video through Windows 2003 Server? Flash with the video embedded? Something else?

Also, the client is on a T1 line. The bit-rate of the video is about 110 kbit/s. This connection also hosts their main website. What should I limit the usage of bandwidth/number of users to, and how can I implement this limit?
