Strange shutdown problem any ideas???

I have an EPOX 8kDA3J, with Athlon 64 3000, in a Kingwin case with a recent install of MCE 2005, when trying to shutdown through Windows, everything seems to be OK but then the "Windows is shutting down" screen just hangs, now I've in the past seen many shutdown problems where the machine would hang and such, but here is what is odd to me, the case LEDS go out but the thing never really shuts down, I have to do it manually, any ideas? I have turned off all the hibernate/suspend stuff within the control panel and still a no go.

Also I tried to shutdown in safe mode and it does the same, so that seems to rule out bad drivers.

try a different psu, if that's not it, it's likely the mobo.

the kill signal to the psu isn't working properly one way or the other.

Thanks for the reply, it does makes sense that it would be one or the other, I guess I was hoping for a simple answer.
