Strange problem

My secondary computer is a MATX Shuttle SIS730 based system. I originally had a Duron 750 in it and I am running Windows XP. I just bought a Athlon 1000 to replace it. When I put it into the socket and boot up, I get a corrupt or missing hal.dll message. If I clock the chip back down to 750, it works fine. Where does the error lie, the CPU or the motherboard. I am stumped. 😕
