On a [slightly] more serious note, I'm impressed that you got a different pattern out of the lights on the left as compared to all the others.

Thats because the lights on the left are car head lights and were moving through the frame regardless of the camera movement. And as for the camera not moving, it was set for a long exposure, so even the slightest movement in this period of time would exaggrate any movement. Most likely you held the camera still when you "thought" you were taking the picture and as you started to pull away the shutter was still open.

Tripod is a good idea, however you can use faster film (1600/3200 ISO), a brick, box or thing such as bean bag to sturdy the camera. I personally have wedge my camera on my car windows to sturdy it while taking low light shot of bears using a 400mm lens.

Depends on what level of earth quake that you are getting, but you can try to get/built stabilizer or get IS lens from Canon.
 
so what are you saying by you didnt move the camera, are u suggesting something beyond this world? maybe the alcohol hasn't worn off yet.
