Strange pc problem ( i think it have smth to do with my new cpu )

Hey ! I just bought a athlon ii x4 620, and i dont like that it changes it's frequency @ cool&quiet, so i just went into bios and disable the cool&quiet and set the clock multiplier x13 from 'auto'. After i have done that, my pc boot booted without any drivers, no gpu drivers( it ran on 600x800) no keyboard drivers, no mouse drivers nothing, so i could do nothing. After i set the quiet&cool back ON and the multiplier to 'auto' it ran same 600x800 without gpu driver but mouse and keyboard were installed automated this time. Tell me, isn't that strange ?
The motherboard is a ga-m61p-s3, and i also got 3gb ram ddr2 533mhz ( 3x1 gb )

NOTE : I TELL U HONESTLY I GOT LOWER FPS IN THE SAME GAME WITH THAT CPU RUNNING 30% LOAD AND 800 MHZ @ cool&quiet than a BE-2350 without any cool&quiet or other saving energy features.
NOTE2 : Well another strange problem, i downloaded drivers for gt630 ( AGAIN ) and it says 'This graphics driver could not find compatible graphics hardware', if i look onto dxdiag, it says i have no gpu installed.. Funny, because right now i use gt 630. WHAT IS GOING ON ?

I'm not sure how the bios settings could make this happen but since one followed the other, I'd try resetting CMOS. Check your motherboard's manual as to how to accomplish that. It will restore all the motherboard's default settings i.e. put it back to the way it was when it came out of the box.

Also, did you swap CPU's on an existing motherboard? Or did you do a motherboard and CPU swap at the same time? If it was both motherboard and CPU, did to try to do this without re-installing windows? If so...there's your problem. Some times you can get away with that but often not. And often even if it works, it won't work well. Partially depends on what version of Windows you have too.

I know, i have no idea too, it's just strange, but since i did nothing else before that to happen i guess that's the problem. And about others questions, i had the same mb before too, and i was able to switch cool and quiet off without any problem and also overclock my old cpu. ALSO i did a reset cmos and it solved my GPU driver problem. I also got the same windows 7 32 bits and the same amount of ram, everything is the same as before. I didn't reinstalled windows but that's what i'm going to do, i really hope it solves that problem, even if idk how will that solve it but it worth trying. I have no clue over what's happening right now.

NOTE: I just wanna let you know that now i'm getting 10-15 fps in a game with the same details while i usually played with my be-2350 (and i'm sure it was working over 90% cpu usage ) with 50-60 fps. It's very STRANGE, i hope it's not a CPU problem, i mean i just bought it -_-. ALSO IT RUNS AT NO MORE THAN 30DEGRESS AND IT NEVER GOES OVER 1400 MHZ( x7 multiplier @ cool and quiet ) AS IT NEVER GOES over 60% CPU USAGE.
VERY IMPORTANT NOTE : IF I DISABLE COOL AND QUIET MY MOUSE AND KEYBOARD DOESN'T WORK ANYMORE, IT'S LIKE THEY AREN'T PLUGGED IN, MY PC BOOT BUT I CANT DO ANYTHING BECAUSE THEY DONT WORK. ALSO MY GPU DRIVERS GONE AND I HAVE TO RESET CMOS IN ORDER TO BE ABLE TO INSTALL THE GPU DRIVERS BECAUSE THE DRIVER INSTALLATION DOESN'T RECOGNIZE MY GPU UNLESS I RESET CMOS -_- -> ALSO THE DXDIAG SHOWS 'N/A' EVERYWHERE AT 'DISPLAY'
OK, it seem like i 'disabled' cool and quiet by going to power plans and changing the minimum cpu frequency from 5% to 100% and i have no longer any FPS problem.

YOU CAN T/C .

It's also possible your motherboard doesn't fully support the new processor. Just because it fits/same socket, doesn't mean it's supported. But cant tell without knowing the parts involved

Updating BIOS would do the trick.

According to Gigabyte site, you'll need F7I version to run X4 620 properly.
Your previous cpu was Brisbane (am2), there is a design difference to am3 Propus.

I actually got f71, i took that in consideration before buying that cpu, but i have solved the problem @ power options.

Well, it actually does, i wouldn't have bought it unless i had known it's compatible with my motherboard . THE MB IS 'GA-M61P-S3', you can take a look.
