Strange GeForce Fan?

I use a Winfast GeForce card. It comes with a fan on top of the chip(like all GeForce card). However sometimes this fan moves and somtines it just stops! And i have to push it a bit to let it move again! What's the problem here?
 
My CL TNT2 Ultra did the same thing, I blew all the dust out, removed the label that covers the bearing, put some new bearing grease/oil in it, put the sticker back on and it works better than it did before!
