jellyfish get very heard when they dry up on land. However, the color is weird and the projections from the bottom of it look weird, but my vote goes with a dirty jellyfish.

Looks like jelly fish to me and a Portuguese Man-o-War has a blue sail (it actually floats on top of the water) and can have tenteciles reaching over 100ft. Baby Man-o-Wars are a delicacy in Okinawa. I guess they love them fried like squid.
