strang 1900XT behavior

I have noticed that lately my 1900XT will not go to the stock 2D speeds, it is always running at 621, 725 has this happened to anyone else, is my card dieing?
 
Try un-installing the drivers, as well as any over-clocking tools if you might be using other than CCC's Overdrive. Then go in Safe Mode, and run Driver Cleaner there (clean "ATI" in the options, and that will do it, nothing else is needed). Go back in Normal Mode, install driver and OC'ing tool (if wanted) again, boot up to apply, and then see if it helped.
 
Did you disable the ATI "Hotkey Poller" Service? If you're using the CCC, that service has to be set to on or "Automatic" because the CCC uses it to switch the frequencies.
 
I will check my services to see if it is enabled, I ran driver cleaner pro, in safe mode and I am getting the same issue, default 2d speeds are 621 720. I will post back the results of my services check.

**EDIT**
OK I narrowed it down to either Rivatuner or ATI Tool, I uninstalled both of them and the clocks are running normally.
