Depends on how you define dead. Since B5 was loosely based on Lord of the Rings this is just a retelling of Gandalf falling after the battle with the Balrog at the bridge of khazad dum. In the book it's clearer that Gandalf does not die. However in some ways he does as he is "reborn" as Gandalf the White. Think the resurrection of Jesus etc.. Also doesn't Lorein, also taken from TLOTR, mention that he does die and that Lorein has gifted him some of his own life so that he may live a few more years?

Oh right and what dennil is saying is that he dies 20 years after this. He is told repeatedly before that that "if you got to Zahad' Dhum you WILL die"
