stopping a paypal payment

I ordered something online a month ago from a guy I've bought from before. Its a month and my item hasn't shown up, he doesn't answer his email, and his 800 number has been disconnected. I don't know if he's dead skipped town or what but it looks like I'm not getting the goods.

I bought with paypal and paid with my CC. I've had the root canal like experience of using paypal/ebay customer service several times and am tempted to just call my credit card company instead and have them take care of the charges for me immediately. Is there any reason to go through paypal with the wait and inept service? Will paypal try to suck the cash out of my bank account or anything?

Especially if you have bank info on your Paypal account. They will not hesitate to shake you down any other way they can to resolve the negative balance.
