All of the dorms are on one t3 (I think). The rest of the computers (labs, faculty, staff, etc) are on the other lines.

That's sad.. we have a 110Mbps frac oc3 at ISU, and I'd imagine Purdue is much much bigger.

One T3 (or OC3) is about 45Mbps


Umm, no. A DS3 is 45Mbps, and an OC3 is 155Mbps, as stated by spidey07 earlier is thread. Anything less than the full bandwidth of one of those feeds is considered fractional.

That is DAMN expensive compared to my university. I pay about 3100 a year for housing + electric. No food, but I live on Campus, and in a campus apartment. The dorms are even cheaper. Meal plans are only 900$ a semester too, so, for 4.9k, you can live very nicely. I chose not to eat campus food, and buy doing my own shopping, I run up a bill of about 80$ a month in groceries, and that is eating extravagantly. So for under 4k a year, I live very well. T1 internet provided, but I pay for my own cable line.

Water included, cable included, trash we have to take it out to a dumpster, but other than that, free, as for phone, we have no apartment phone, we did, and it was like 22$ a month, but we never used it. So if you count my cellphone, thats another 38$ or so.

Also, you do have to provide your own furniture though, I don't know if that is the case with your example. And electricity can be a bitch, but since it is split among 3-4 people (suite), it comes to about 25-30$ a month. But I included that into the 3100.
