Nearly have my system built (see previous made topic(s)) and curious to know what temps I'd presume to get from the I7 3770k @ stock speeds with a Hyper 212 evo in a Cooler Master HAF X. Speaking of the case, how loud should / would the fans get. Mostly because this room I'm in and where I plan to put the system is almost directly under neath a bedroom.

Temps will be pretty mild, to the point of being irrelevant. It already runs cool with a stock cooler, and the 212 Evo will be an order of magnitude better than the garbage stock cooler. It's going to be dead quiet with that case and fan. Almost certainly your GPU fan will be louder unless it's fanless or waterblocked. I have a 2700K @ 5Ghz with a similar cooler in a CM Storm and I can't hear it. Sometimes I can hear my 670FTW, but just barely, and I have to have no sound/AC/noise of any other type at all to even hear that.

Antec P180 (yes it's an old case)
Intel i7-3770k
Cooler Master Hyper 212 EVO
Gigabyte GA-Z77X-UD5H

The 212 EVO is fantastic value considering its performance. Assuming your case fans are quiet, your system should be near silent.

At idle on stock speeds, I'm getting 32C, and overclocked to 4.2ghz I'm seeing 76C. This was using Lin-X, and my vcore is 1.15v. Keep in mind actual temps are affected by ambient temp. The room I have this in is about 24C. Outside temp is still pretty cool in my area so I'm sure the temps will rise during the summer months.

I do live in the southern US, specifically Texas and it can get to about 39+ (~104F?) degrees Celsius here for days at a time.

At stock speeds stock cooler is fine. You may even be able to under-volt it to further reduce temps, but doubt that would be necessary. Try the stock cooler first then decide.

Wouldn't I have to reapply thermal paste if I put the stock on and then put the hyper 212 on? Speaking of non-hardware, when building is there anything else I need to get besides the essential components (CPU (cooler, GPU, etc)? While i'm thinking of it the GPU is a powercolor 7970.

You're going to need to apply thermal paste anyways if you use a 212 EVO. They don't come with paste pre-applied. If you test the stock cooler first, the only extra step would be removing the thermal paste that comes on the stock cooler after you're done testing it.

Have some 90% or higher isopropyl alcohol (ISA) ready. This stuff comes in real handy for wiping off any thermal paste and evaporates really quick. Local drug stores usually only have 70% to 90% ISA. Don't get the cheap 70% stuff and please DO NOT get the colored or perfumed ones. You can buy 99% ISA at online stores like Amazon and some local stores may even carry it.

Are you worried that the fan noise will be heard in a bedroom on a different floor? If that's the case, I'm pretty sure you'll be fine no matter what.

I had the HAF case and it's terribly noisy not to mention a case without filters is going to be a nightmarish dust magnet. I can't imagine buying any case these days without dust filters.
