Still Having Problems With My GForce IV and Monitor

I posted a while back about this but I'm still having a problem. Whenever I boot my computer up for the first time my monitor has white lines that go through it and no picture. Once I hit the reset button everything is fine and I can reboot all day with no problems, as long as I don't turn it completly off and then turn it back on. Does anyone know what could be causing this problem? Also I have the new bios update for my computer and the only thing it says it does is make it so I can put a faster chip in my computer. Would upgrading the Bios help any? I've already installed the new VIA 4-in-one drivers and still the same problem. I've also plugged my computer into another 15" monitor, which I know works, and still the same problems. Any help would be greatly appreciated. It's more irritating than anything else, but I don't want to have to reset my comptuer every time I boot up, which I have been doing for about 1 month now.

My specs are as follows:

A7V266-E Asus Mobo with Via KT266A Chipset
AthlonXP1800
PNY GForce IV 4400 128mb
512mb Kingston DDR2100 Ram
Optiquest 17" Monitor - It's old so I'm not sure if that could be a problem also

Need some more details please:
1. If you continue to let the computer boot with the white lines do they disappear when Windows loads?
2. Do the white lines disappear if you enter the BIOS immediately?
3. Where are the white lines on the monitor, how wide are they, what is their orientation?
4. Do you have another video card you can swap in to this computer to test with?

From what I've read of your troubleshooting thus far, it sounds like you have a problem with the video card physically. Updating the video card BIOS may or may not fix it. It could be a hardware issue. The easiest way to find out if in fact it is the video card is to swap it with a known working card as I have suggested in #4.
