Don't ask me how I came about this but it kind of spooked me when it popped up. I hit my shift key 5 times in a row with about a 1/4 of a second interval between each tap. My PC speaker made a noise similar to a hampster being stepped on(No, I have never stepped on a hampster!). Just do it and watch what happens. Maybe it's just the way my PC speaker sounds when I do it. I dunno... Brings up a prett neat option though. Check it out if you DARE! WUHAHAH(*cough, hack, weeze!*)....HAHAHAHAHA!

WinXP only and I believe it has to be done with a window up(IE or Windows Explorer.
 
its part of the accessibility options in windows, and its quite annoying when you're playing games. I know its been around at least in win2k, but Im not sure if it predates that
