Stereotypes - Seeds of Truth?

There was just a skit on MADTV, where there hospital attendant was this wanna-be articulate black girl with an obnoxious attitude. The reason why it was so funny, and presumably why it was being performed on the comedy show, was because it is so incredibly common. I have witnessed this behavior COUNTLESS times.

Now, am I speaking of a stereotype, or TRUTH? Are my experiences just sheer coincidence, or is this a more-than-common characteristic, worthy of discussion?
 
Stereotypes are more often than not based on at least some truth...

but the reason why they are stereotypes and NOT truth is because they aren't always true.
