steps to format? (yes, its been a while)

c: format C
then run f disk and partition

Get a win98 formatted floppy with the stuff on it, so you can partition greater than 2GB.
FDISK
Create Partition
Make it active
FORMAT /s

on the floppy have
system files
FDISK
FORMAT
HIMEM
EMM386
MSCDEX
CD Drivers(whatever you need)
SMARTDRV

but i have never done format /s ....... just format c:
