Developed over about three years by the Special Operations Command (SOCOM) in Tampa, the plans reflect a beefing up of the Pentagon's involvement in domains traditionally handled by the Central Intelligence Agency and the State Department, The Post said.

Are they stoned? First of all, if you need a new plan to do something, don't give it to a group that (surprise) ends up developing a plan where they do a lot of work. Hasn't anyone at the Pentagon heard of not asking the barber if you need a haircut?

But more importantly, this is a stupid idea because the CIA and other intelligence agencies are a FAR more important tool in the war on terrorism than the military. As I've said many times, 9/11 could have been stopped (which is the real goal of this whole mess, right, to stop another 9/11?) by a few dozen local police officers if they had known where to look. Replacing the concept of police arresting terrorists when they enter the country with special ops guys shooting terrorists in another country isn't helpful, the challenge isn't the application of force, it's knowing WHERE to apply that force. Taking power away from intelligence and giving it to the military isn't going to solve any problems, and will probably make us all less safe.

Edit: And yes, I'm 99% sure this move is entirely political. Intelligence isn't sexy the way military action is, and at the end of the day, it's more important for the Republicans to make it look like they are protecting us from terrorists than in actually doing so.
