Steering wheel shakes at 50+ mph

Have a 2003 Civic, at 50+ mph the steering wheel will shake on and off, like for 30 seconds then smooth for 30 seconds, the shaking is not caused by road conditions. What would cause the vibration to be on and off at consistent speeds and road conditions?
 
Just had this EXACT symptom on my 2006 Dodge magnum.

outer tie rod end was in failure.

Had it replaced and all is good.

that must've been one worn out tie rod...yowza.

i would definitely get the front end checked out. if the issue is truly coming and going at a constant speed, it isn't a tire imbalance issue.

you're positive it isn't tied to any specific vehicle speed or engine rpm?
