I have STEAM and Arkham City loaded on my PC, can my son load them and play on HIS PC since we are in the same household?

Yes he can.
You can use any one game on a Steam account on any PC you want anywhere.
If you then put Steam into offline mode, you can use the same Steam account on another computer.

You cannot have the same Steam account logged in and online on two computers simultaneously. If you are logged on and not in offline mode, and log in on another computer, you will get booted from Steam on the first computer.

This is correct, and one of the nice things about Steam. The only problem is if Batman should happen to require Games for Windows Live as well. I seem to recall that it did at one time, but uninstalled and haven't played lately.
