(Steam) Installing games from Disc very slow

When I install non steam games from disc, the DVD drive spins at full speed (sounds like a aircraft engine), short time later , game installed.

When I install games that use steam the drive spins very slow, and never changes speed throughout the whole install.

I always use the following command
"C:\Program Files (x86)\Steam\Steam.exe" -install D:

Does steam install at slow speed to avoid errors ?

Bioshock infinite is going to take 1h 40mins to install

Note- I've had this problem with every game that uses steam, skyrim, fallout NV on two different pc's and os's ( vista and 8) the only common item on both systems is the DVD drive (reused part for new pc)

DVD drive - Samsung SH-D163B

Sorry if this isn't in the correct forum

Have you tried just waiting to see how long it actually takes? Steam's progress bar might not be very accurate.

What game is it? If it's a decently big game, it will take some time. The last Steam game I installed from a DVD was Black Ops II and I remember it took a pretty good while.

Pretty sure the disc install based steam games are just installing using the steam backup feature so the reason its not spinning at full speed is its reading a chunk of data and then taking a little bit to decompress it. Takes me just as long to install skyrim from dvd as it does to restore a steam backup of equal size from a disc.

Bioshock infinite , I did time it though, only took 50 mins so I guess not too bad, better than 1 h 40 it said in the beginning.

So this is normal, good to know

It spins the disc really fast so that you can't hear that its really just downloading the game in the background.
