Is there a way to chat with someone via Steam when they're not on your friends list?

yes, but it'll show a message saying 'so and so wants to chat with you, do you accept this request?'

And how do you do that?

There should be a box that pops up saying something like 'so and so wants to chat with you' with an option to accept or deny, at least that is how I recall it. If you are in-game you will probably have to shift-tab to see it.
