Actually, 3rd party apps like Steam Mover are only needed if you want to move some (but not all) Steam games to a different drive. I have Steam friends who recommend this:

I moved the entire Steam application all games to a dedicated gaming HDD using these instructions, straight from Steam support. Worked like a charm.

Seconded. Delete prefs file, copy folder, launch steam.exe, log in, done.
It was the easiest part of my SSD migration, and the only part I didn't have to redo at least once.
(I still occasionally find a dumb program that installs something to C:\Documents and Settings\Userfolder\My Documents rather than %userprofilepath%\My Documents... *grumble*)
