Stats Question about Uncertainty

Let's say that I have a long lived radio active isotope and I make 10 one second measurements of the disintegration. My measurements are as follows:


3, 0, 2, 1, 2, 4, 0, 1, 2, 5


How many one second measurements would I have to make to get an uncertainty of 1%?

The answer is 5,000, but I have no idea how to get it.
 
Whenever I have dealt with measurings of disintergratings it would be hold time on our corporate products. My equations would be:
product is ready start 10min timer, when timer up add 10 mins, timer up again warm in microovens add 10 mins, if timer expire third time charm = chili. That is how we reach answer of 5000 because on good chili day we able to feed 5000 customers. Welcomes my friends.
