Recently I put a area rug next to pc which leads to a few static charges when I touch the halfx case in the summer the pc is close to ac which may stop the static but for now is this bad.

Meh. That's what the case is for. I wouldn't worry about it. Just touch the case to discharge any static charges built up before touching anything internal. No biggie.

Periodically apply anti-static spray to the rug, front and back. Diluted fabric softener costs less than the spray and is chemically identical.

That is the best idea of all and its free. or get a tiny humidifier.

I believe the problem may been caused by a honeywell air cleaner i was running non stop to catch all that tiny dust that is drawn to the pcs.
That honeywell air cleaner moves much air and was most likely drying that air more.
I do plug a headphone into my 3770k.

Sorry for the late reply but I forgot I posted this till now.

Out of the case if not bad as long as the surface it's on doesn't conduct. and you don't give it a ESD.
