Startup Monitor

I heard from a friend that there is a program out there that monitors your programs at startup. He can't remember the name. It can then have them start in a specific order reducing startup time. I didn't find anything that looked like it on Google. The program he told me about (he can't remember the name) watches the programs load on startup and then has them load in a certain order to reduce boot time.
Anyone know what this is?

It doesn't seem to be either of those two programs.
