Starting up problem

So I was building my new computer yesterday, and ran into some weird problems I've never seen before.. When I powered on the computer with only the ram, video card, and hard drive in, it ran for a few seconds.. shut off, and then turned back on again. I got to the BIOS and everything looks fine to me.

Next I shut down the computer, installed cd-rom, and tried again. Same startup problem where it would run for a little, shut down, and then restart. But now with the cd-rom plugged in it doesnt even make it to BIOS, nothing shows up on screen. I dont think its because of overheating or anything, all fans are running smoothly, BIOS showed something close to 30degrees C. Ive taken apart and started from scratch three times, checked all plugs over and over again, but no luck still. At this point I'm starting to think that one of the pieces is bad.

Specs (all new):
Motherboard: Abit IP35-E
CPU: E6750 Conroe
Video Card: 8800GT
Memory: OCZ Platinum Revision 2 2GB DDR2-800
PSU: Cooler Master eXtreme Power 600W
Hard Drive: WD 250gig

Any help is really appreciated, im dying here!

check the temp settings in the bios, some boards have issues with booting up cold, if you disable it, it should boot fine.
