Hi?we're Sarah Brubacher and Jeff Spaulding. Today, we're here to announce that eBay and PayPal are making some updates to our payments policies that will go into effect next month.

Beginning August 19, 2005, all sellers who offer PayPal as a payment option for their eBay listings must accept all forms of PayPal payment. This includes payments made via PayPal account balances, bank accounts, or credit cards, regardless of whether sellers display the PayPal logo with credit card icons.

We've had a lot of buyers and sellers tell us that the current policy is confusing, or felt it was unclear how PayPal's and eBay's respective policies applied to the situation where a seller displayed the PayPal logo but stated in their item description that they only accept payment via a balance or bank transfer. Our goal in updating this policy is to not only provide a consistent user experience for buyers, but also to create clearer policy and to better provide a level playing field for all sellers on eBay.

When the new policy takes effect, sellers who list with a PayPal Personal account may still receive payments funded via account balance or bank account transfers but must also be willing to upgrade to a PayPal Premier or Business Account if they receive a credit card payment via PayPal from their buyer.

Additionally, sellers may not communicate to eBay buyers (for example, in their item description) that they only accept, or will not accept, specific forms of PayPal payment. Doing so in a listing can lead to it being cancelled, and refusal to accept a payment after the auction has ended will constitute Seller Non-Performance.

Cliffs Notes:
If you sell on eBay and choose to accept Paypal payments, you must accept ALL sources of Paypal including credit card.

I'll be using BidPay.com more and accepting money order/cashiers checks instead.

You can only accept CC through paypal if you upgrade to their premier account. Premier accounts take a cut out of each payment you receive, regardless if it's from a credit card or not.

Exactly.

With a Paypal Premier/Business account you are charged fees for ALL incoming payments, even if they are non-cc.

Can't you just put a disclaimer up on the site that the purchaser has to pay the 3% transfer fee?

To further explain this, since I am pretty sure most people DO NOT understand the idea of Paypal, bank transfers, and credit card transactions.

For a merchant, whether it be a store or Paypal, to accept credit cards, they are charged a merchant fee. The big names pay 2% (give or take) while the small ma and pa shops agree on a higher rate (since they have less volume). Usually stores pass this on to you, the consumer, as a cost of business. The same they would the lease, the electricity to run the store etc.

When a store accepts ATM or bank transfer payments, it costs them ZILCH. It's same as cash. It costs nothing. Because of this fact, Paypal will allow personal account users to accept bank account payments without charge. They do not allow personal account holders to accept credit cards.

Say someone sends you a credit card payment and you have a personal account. The only way for you to accept it is to upgrade to their Premier account. Now you can accept both forms of payment.

What's the big deal? Well they charge you 3% on EVERY transaction now. What's the big deal? Well first they are getting 3% on your CC payment (pocketing a small profit), but then they are getting 3% on your cash payment (pocketing the entire amount as profit).

It's really horrible.

On a funny side note: A few years ago, a chinese fast food place called Pick Up Stix opened up shop here. For the first two weeks, they'd charge you an extra 50% if you wanted to pay with your ATM. This made no sense since the ATM charge cost them nothing, while credit card payments do.

Nope, that's against eBay/Paypal rules.

Most people get around it by "padding" shipping and handling ;)

Not only is it cheaper but also safer for the seller, no chargebacks.

Of course it's not as convenient or fast.

Here's what you do: Charge an extra 3-4 dollars for shipping. State in the auction, that if they use money orders, you'll give them a $4 discount... tada.

3% aint bad for the convenience of Paypal.


Just get a Paypal check card and you get half of it back (1.5 %)
when you spend your money

Plus you can add money yourself from your bank account without
any fees , spend it
with the card and still get a 1.5% instant rebate ... which is better
that any credit card offers and there's no interest

Yes and either one of these 3 things happened:

1) The funds are unclaimed until you upgrade to a Premier/Business account.
2) He actually sent you non-cc Paypal.
3) You really have a Premier/Business account and not a Personal account.

Can you post a screenshot of the payment details, obviously deleting any sensitive data (name/email address)?

Something just doesn't add up. You can view past history by logging in to Paypal.com, click underneath your balance click All Activity.

It should show you March/April or you can specify those months.
