as windows starts to boot, press the F8 key. You'll get a menu that allows you to choose Safe mode, as well as other options.

I tried the F8 key, but I did not see an option to start in Safe Mode. What I saw was the choice to boot from:
1. Floppy
2. IDE-0
3. CDROM
4. Network

You were too early with your keypress, and ended up in the BIOS's boot media quick-pick menu.

Tried it again, waiting until the screen showing F8 to get to the screen I previously noted had passed, but I still ended up at the same screen. Then, I tried Ctrl; that worked, same as with my older K7SEM board.

This is an OS feature, not a board specific thing. F8 does work for displaying the Boot Selection menu.
