The ancients had seed ships they'd send out on long term missions to seed the galaxies with stargates. This 8th chevron lets you get onto one of those ships. Apparently somehow a bunch of people get on it and yeah.
It's the 9th (and final) chevron, not the 8th. The 8th (or rather the 7th in a series of 8, the 8th being the point of origin) is for long-distance dialing.

what ZPM "breakthrough"?
 
I "think" near the end they mentioned finding an ability to restore power into ZPMs, but it's been so long it's kinda fuzzy.

Lame...I will watch it because everything else on TV sucks now but it is just sad how everyone is using the same 90210 model for a cast to try and up ratings.

Hmm. I don't remember that. In fact, in the final episode they needed zpm's from the wraith to fly the city back to Earth, iirc.
I don remember that early on in the show, when the wraith attacked the city, they were able to power the weapons chair, briefly, by an enhanced naquadah generator, but it quickly burned out.

what ZPM "breakthrough"?

I think before they found them and were able to use them to travel in the stargate to other galaxies and such.
