I think some of the prequel EU is still "canon" until it is rewritten. Disney has confirmed all the after Return of the Jedi EU is all done away with, but I don't see why we can't still consider things that will likely never get touched in Disney lore.
They are already making multiple prequels so pretty much everything is done including prequel EU.

Did anyone figure out if Han acutally knew that Vader was Lukes Father? He was frozen in carbonite the whole time that was revealed and didnt know that Leia was his sister until the end of ROTJ.

I guess I was just referring to SWG the pre-CURBl game myself, as light sabers aren't a real thing a hamster wheel might do the job.

There is a process where padawans are sent on a trial to attain their crystal for their first lightsaber. Saber crystals are only located in specific areas in the galaxy and they are not common, and the knowledge of where to find them is not common knowledge. There is an episode of clone wars that deals directly with this question.

As for Sith, it hasn't been revealed in cannon whether they find their crystals themselves, or they are made synthetically (think lab created diamonds).

As for being a jedi/sith to use a lightsaber, there is no requirement. However if you don't have the force, it would probably be disadvantage to use a lightsaber vs a blaster. So most people dont use a lightsaber. In the Episode III book, Darth Sidious didn't even like using the lightsaber, and thought the Sith should be able to use the force, and only the force to beat an opponent. However, due to his sick sense of humor he liked being the Jedi with their own weapon.

So I asked a friend who wrote for the Dark Horse comics, and he told me that there wasn't anything in the SW bible about anyone saying only Jedi could use the light saber. It was pretty much felt that without those Jedi reflexes and skills (or training) it didn't do one much good. To paraphrase him.."Light sabers may have been weapons for a more civilized time, but they were dangerous. You were more likely to slice off your own hand or foot rather than parry pistol blasts, without the Force to guide you."

Of course this also didn't mean much, and the SW bible everyone worked from was subjected to change the moment Lucas said something. My question on if the Empire/Jedi/whoever regulated the sabers is answered though...

Not sure where the debate here is people. Anyone can use a lightsaber. Han Solo uses one to cut open a Tauntaun. Pre Vizsla uses one to fight Darth Maul.

This shit is all canon.

The crystal powers it up. Not the Jedi. (or Sith) Anybody could use one. (Like Han Solo did in Episode 5) They just aren't practical for most as non Force Sensitives would have difficulty blocking blaster bolts with one. Some non sensitives like the Mandalorian Pre Vizsla for instance uses a lightsaber though simply because he was skilled in the ways of swordsmanship.

Fun Fact: In the first draft EVERYBODY used them. Even Stormtroopers!

General Grievous was an example of a non-force sensitive that used them.

Logically though, a firearm (or a blaster) is going to be a far better weapon than a sword. Even one that can cut through metal like a hot knife through butter. Remember when Indie shoots the swordsman in Raiders. If you don't have the Force, that's what's going to happen.

What if you were wearing armor? :p

The original question I had was did the Empire, or anyone really restrict the use of Light Sabers. It's not a question if anyone could use them, just if they were allowed to. I gather based upon the link that mmntech provided that in one of the video games they said that the Emperor had restricted them (which makes little sense outside that game). Outside of that game however, I haven't seen anything on them.
