Staples coupon distribution

For probably about a year I've been getting weekly Staples e-mails that contain one-time use coupons (things like $20 off $100, $30 off $150, etc). These are better coupons than most retailers give, and about a month ago I decided to sign up some more of my e-mail addresses with Staples so I could get more coupons. These other e-mail addresses have begun receiving weekly Staples advertisement e-mails, but none of these e-mails contain coupons. So, I am wondering, does anyone know what Staples system is for determining which e-mail addresses will get coupons and which won't? Perhaps a given e-mail address must be used to make a purchase online before it starts getting the good coupon-bearing e-mails?

A second, related question is about the mysterious Staples blacklist. I have heard of folks being blacklisted from making phone/internet purchases for Staples after using a lot of coupons on a string of purchases. I'm wondering if people can also get blacklisted for giving their coupons away to other people to use? Since the coupons are one-time use, Staples must be able to see if a given coupon is being used by the person it was originally sent to. Do they care if the coupons are used by other people? I know some people sell their Staples coupons on Ebay - might they get blacklisted for this?
 
Are you really worried about being blackballed by STAPLES?? They're like, the most expensive store in their category and they never have jack. I'd see if a competitor (i.e. OfficeMax or Office Depot) will honor their coupons. SOmetimes they do.

 
Staples has decent prices on some office-related products. But their coupons turn some of their mediocre prices into hot ones. Sometimes they send out $10 off $10 purchase coupons, and often they send out 20% off coupons. Plus, these coupons often go for $4 to $5 on eBay, so even if Staples DOES suck, it still would be cool to have access to lots of their coupons.
