Stand By and Hibernate not available in XP SP3 (32 bit)

Stand By and Hibernate are not available on my computer. If I click Start -> Turn Off Computer... Stand By is greyed out. Hitting Shift does nothing. When I look at Power Options, there is no Hibernate tab.

I have installed latest video card drivers (Catalyst 9.1). I also updated my chipset drivers a few weeks ago, but that was before I was thinking about this problem. I also looked at the BIOS, Power Management scheme is "S1 & S3". I tried S3 Only, no change. EDIT: Latest BIOS installed.

I tried "shutdown /h /f /t 10" but 1) it likes dashes, and 2) there is no h.

I also tried "%windir%\system32\rundll32.exe powrprof.dll,SetSuspendState Hibernate" but that did nothing. Tried it from both Start -> Run and from cmd.

Yes, ACPI Uniprocessor PC. Elsewhere, someone suggested changing this. I thought it was a bad idea, but for the hell of it I did anyway, to "Advanced Configuration and Power Interface (ACPI) PC", but no change.

techmanc, I'll try disabling/removing some devices to see if that helps.
 
I've been too lazy to mess around with the hardware, but I'll get to it. In the meantime...

C:\>powercfg -a
The following sleep states are not available on this system:
Standby (S1)
Standby (S2)
Standby (S3)
Hibernate

Doesn't say why though.
 
I unplugged all my USB devices and rebooted, but no change. That leaves my SCSI card(s) to try unplugging.
 
XP SP3, just like the thread title says. That's not a bad idea, though I do want to save it as a last resort.
