Stand-alone DivX Player

Apologies in advance if this is the wrong category for this posting...

I'm in the process of building a standalone divx player, that I feel OK about putting next to my other video components. So I'd like to get a micro-ATX/desktop case that has a fairly low profile (imagine something slightly larger than a DVD player, that's my goal). Here's a picture of a candidate:

I'd like to use as much hardware as I can that's lying around my house: I have a duron 650 that I'd like to use to drive the machine, but with these small cases, it's hard to find a PS that's greater than 145W. Do you think that a simple machine that has nothing but a board, duron 650, 1 gb HD, PCI video w/ tv-out, and integrated sound is too much for this PS? I'd like to get this kind of case so that it doesn't stick out, but I don't want a machine that will explode next to my expensive components!
Otherwise, I'll have to spring for a Celeron system, which will probably have an easier time with the PS...

Also, does anyone know of a good PCI tv-out card (besides tv-out, nothing else about it matters)??? I'm thinking no more than $30!!!
