LOL, probably.

I think it's pretty normal to have a lot of cabinet changes after the first term, but everyone likes to make a big deal out of it, as if it's a failure of the administration.

Truman had 24 cabinet changes.
Carter and George H. W. Bush had 7 cabinet changes each.
