I'm not certain if that screen has been photoshop'ed, but since I'm too lazy to look into it, I'll just say that even if it is a true OC, @1.95 that CPU won't last very long

It's a fake. The P4 overclocks very well...and I've seen 3.8GHz overclocks that are real...but that user's overclock is just a little too good. In the unlikely event that it isn't fake, it's only a post; there is no way they can boot into Windows at that speed.
